In Forced Franchising, the ICMA reports it will take years for wireline competition to develop in most communities and the obstacle to competition is not the local franchise process but issues related to construction.  Local oversight should not be abandoned until competition in the wireline field is robust.  State franchise bills like Wisconsin's will deepen the digital divide and increase taxes.
